While you may not notice "movement" through the viewfinder, you should see the
'ship on the sea' effect created by the stabilized image. Some (few, very few)
say the feel sea-sick while looking through a working IS lens.
The test I did was the same I've done many time to show others how wonderful IS
is. Find some parallel lines or squares (like a wired glass or a blind) and
focus your lens on it . Concentrate on the relation between one focus point and
the lines. Shake your camera a little bit (no need if you drink lots of coffie
like me) and half-press the shutter button to activate IS. You *will* see that
the movement gets smoother.  That's IS working.

I also have the 75-300IS and just did the same, to see that I still *can* see
the effect.   My 28-135 does no stabilization at all.

I think Canon Tech service is in my near future.
