This is a list I made when I was making the same decision a couple years
ago. Some of these points may only apply to the 7e body, and of course now
there's the 70-200 f2.8 with IS.

                         70-200 f2.8L
Pros:
1. 2.8 maximum aperture at all focal lengths
2. very sharp, highly rated lens
3. can use teleconverters
4. 2-touch zoom
Cons:
1. shorter focal length
2. only center focusing point with TC
3. no ECF with TC
4. have to add TC
5. no IS
6. slow auto focus with TC

100-400 f4.5-5.6L IS

Pros:
1.  400mm focal length
2.  image stabilization
3.  don�t have to add TC
4.  ECF at 200-400mm
5.  fast auto focus
Cons:
1.  smaller maximum aperture
2.  can�t use TC
3.  push-pull zoom

I went with the 100-400 f4.5-5.6L IS. Happy shopping!
