I would buy the 70-200. Why? Because I already have the 100-400. I mainly bought it for nature but for your usage (mainly for weddings?) I might get the 70-200 IS. You can usually stop down for lanscape so 1.4x extender could be usable (don't know about the flare if you shoot against the sun). The 100-400 doesn't work very well with extenders (@ 400mm) although the 1.4x is somewhat usable.
