I think you got a bad 28-135mm.  Mine is tack sharp.
I too have the 85mm F1.8 and 135mm F2L so I have 
some good lenses to compare it with.
Pop Photo and Photodo both show the same results with
the 28-135mm being sharper than the 28-105.
As to the F5.6 for the 85mm and zoom, of course the
85mm F1.8 is going to be sharper at that aperture.
Its the middle apertures where a lens shines. F5.6 is
wide open for the zoom.  Compare it again at F8 and F11 
and you should see very similar results.
