Canon can profit from it.  Think about this.  Low end lenses are inexpensive
to make while the margin may not be as high as other, they can sell more and
make it up in volume.  
The midrange lenses like the 28-105F3.5-4.5 appeal to more the advanced
amateur/pro with more money to spend on glass. That leaves the L lenses for
those who really need it and want to spend the bucks.  This way Canon covers
the entire market unlike Nikon, who only had one grouping of lenses until
just a few years ago. At that time you could buy an inexpensive Nikon body
say for $450, but a short zoon at that time would cost nearly the same.
While Canon had the Elan II which with a 28-80 consumer grade lens ran about
$550 total. Which one would the average consumer buy? The Canon of course.
