Well, I have a 430EZ in front of me. To repeat - the preflash is red when the flash head is pointing straight ahead. If you tilt or swivel it then the preflash tube is disabled and the flash pulses white light from the main tube.

Every time you press the shutter release halfway you get one of those pulses of light when the flash is in A-TTL mode, which is the case in all camera metering modes except when the camera is in M mode. (unless you set the flash to its M mode)
