Surely this is a mixed blessing. Their is a BIG positive side to this
matter. By using the more central part of lens you are employing (almost
always) the sharpest most distortion-free portion of the lens. This is most
obvious in extreme wide angles, and especially the faster ones.

True, but at the same time, your extreme wide angle is no longer an extreme wide angle. And the premium you pay for such a lens design is "wasted". Also, by using a smaller part of the lens there is a higher requirement to the resolution of the lens (which may or may not be an issue).
