"Tripod-Enabled" IS was introduced with the 300 2.8 IS through 600 F4 IS lenses, so it 
would be a real surprise if you had a problem with one of these.  

OTOH, the 28-135, 75-300, 300 F4, and 100-400 IS lenses are based on older IS 
technology and all CAN have a problem when mounted on a tripod.

That said, I have succesfully used all of these with IS on a tripod.  When I used 
inexpensive tripods or poor techinique, IS worked most of the time on these lenses.  
As I've upgraded to better tripods, and hopefully improved my technique, I have found 
that sometimes IS will actually vibrate the image if not turned off.  It is more 
likely when I lock down the tripod head than when it is left loose.  My sense is that 
the IS works on these lenses IF the mount is not totally stable.  

For the most part, you can see the effect when you press the shutter half way.  This 
makes it relatively easy to avoid problems if you just pay attention to what you see 
in the viewfinder before taking the shot.  I have taken to leaving IS off for longer 
night exposures, though, after losing a few frames with my 100-400 that look like IS 
flaked out somewhere into the shot.
