Program Mode will expose for the subject and keep the background dark.

This is Canon's approach to flash phtoography. The camera assumes (at
least from my EOS-3 + 550EX experience that is similar to 1V)
slow-speed sync once you in any but M mode. For regular indoors work
where no slow-sync is desired, jsut switch to M mode, set your desired
aperture and shutter speed (within reasonable bounadries) and go on,
just watch out for actual flash range (displayed no the flash LCD).
I usually set aperture for DOF, shutter speed for subject's
movement/still behaviour (within 1/60 - 1/200 range) check flash's LCD
for active range (if not forgot though) and shoot away.

In daylight conditions, wheer in Av you get reasonable shutter speeds,
I just leave to ETTL to handle fill-flash and usualy it does admirably.
