Sadly, there are no $200, or even $300, P&S cameras with a tilt swivel LCD.
The closest would be the A80 which is about $400.

Having owned both a Pro90IS and a G3, I have to agree that the tilt swivel
"viewfinder" is a very useful composition tool. I found it was also great in
crowds where you could hold the camera high over your head and still compose
a forward-looking shot.

Hopefully, it's a feature Canon will incorporate into one of their digital
SLR bodies someday. Although they won't be the first, the Oly E-20 has that
distinction albeit with a slightly less mobile panel.
