AFAIK, out of the pre-pma '04 EF lenses: 
-Only 10 have the IS. The 75-300 f4-5.6 has the OLDEST
version (introduced in 1995). 
-Only the 70-200 f2.8L IS (2001) has an IS gain of 3
stops - all other 9 pre-2001 IS lenses have a gain of
only 2 stops. (Note: The 400 DO IS which was also
released in 2001, was actally unvieled in late 2000,
and that is why perhaps the 3 stop gain did not make
there - just my guess)
-The 2 mode IS has been in all IS lenses since 1997,
with  the exception of the 28-135 (it has a single
mode IS) (hence 8 lenses out of the 10 have 2 mode,
while 2 lenses don't)
- All IS lenses of vintage 1999 or later have tripod
detection without exception. (4 have it, 6 don't)

Of course the two new lenses continue the above
tradition with both having 3 stop gain as well as
tripod detection as well as 2 mode IS (or should it
now be known as "three" mode ????) - as per the info
on dpreview:

Indeed Canon has been generous and has been faithfully
including technology across the board on new arrivals,
with the exception of the 2 mode not being on 28-135.
