Technically,  if you buy from out of state within the US,
you are oblidged to pay *local* sales tax.

At least that is the case in Minnesota.  However,  since
they don't have a record of all the out of state sales,
they effectively only enforce this law for businesses
(which have to report sales and use tax by Feb 5 each
year).
