What type prop is it ?
 If it is a Sensenich, your static RPM is right to spec.
If it is a McCauley, you are just 50 rpm under the minimum.
Besides ignition timing , a lean mixture can have a similar effect on max
power. ( Carb setting, leaks in induction system, low float level in carb
etc.) also if your cam is old & and the lobes down a little, you might
have some reduce in power.
The timing for a C-90 is per M47-16 supp. No. 1 :
Right magneto -26º B.T.D.C on compression stroke
Left magneto -28º B.T.D.C on compression stroke

I can['t get m9ore then 2200 with a 7150 pithed prop.  The mechanic can't
find any thing else wrong.
