Somewhat true...
 
It has to do with how the wing tanks get air to replace the outgoing gas.  On some, the header overflow goes to only one wing.  Therefore, you need vented wing caps.
 
Later designs/modifications have the overflow line go to both wings.  This means the header tank provides the source of air for both wing tanks and so they should use unvented caps on the wings.
 
I believe there is a 3rd configuration as well.  I think all 3 systems are in one of the service bulletins/information bulletins... I saw it somewhere recently.

It is my understanding that only the fuselage tank is to be vented on later model 415 Ercoupes.

I have an E model and the wing tanks cannot be vented.
