I just did the same thing on a Forney and had the same
difficulty. The top of the strut does not "just slide out".
I think its probably because the outer tube gets flattened
by the mounting bolt to the engine mount.
 
I was able to slide a small diameter punch...flat end...into the engine
mount holes and tap the end out gently alternating from one side to
the other.
 
Once you get the end up enough...you can put a bolt through the
hole and then use it to tap the rest of the head out.
 
I received some good advice from the list about the snap rings in the
strut. You need good ones (with a long nose) to get them out.

P.S. Does anyone know what gear is on a late model Forney F1. It is
steel or electrol. Univair has not been very helpful. I have a dual fork
nose wheel, and the assembly appears identical to Univair's SK-17.
