Good testing, Dan.  You've pinned down the part of the problem.  The last
issue, though, is whether the overflow is abnormally low.
In a correctly configured Coupe, if you add a couple of gallons to the
nose
tank, every drop of it WILL drain to the wing tanks (and on to the ground
if
they're full).
But you've yet to determine if your problem is:
1. The overflow tube is too low because it's damaged, or
2. The gauge just looks too low and the tank is really holding the correct
amount of fuel.
The way you test this is to drain ALL the fuel from the nose tank into a
clean fuel can.  There may be as much as six gallons in the nose tank so
be
sure you're ready to catch that much.
Then, add fuel one gallon at a time, putting the cap back on to measure
its
position.  Then, when you get close, add a half or third of a gallon at a
time.
Be aware that you can't easily determine the point at which fuel starts to
overflow.  Maybe if you're on level ground and the wing tanks are
perfectly
full, you can determine the overflow point.  Don't forget to wait and give
the fuel time to flow/overflow so you can find the max point.
Also, you need to know what's the correct amount of fuel.  There were some
old tanks, if I remember correctly, which only held 5 gallons.  Most are
supposed to hold six.  If you send us your serial number, we might be able
to figure out the original size of that plane's nose tank.
Bottom line:  I wouldn't pull the tank till you've tested to see if you
have
a tank fault or a gauge fault.
