What I think was being referred to is the difference between building individual aircraft conforming to the TCDS and building a bunch of aircraft under a Production Certificate. The former must each be inspected for conformity while the latter do not.
John,
Both are inspected for conformity,  It's the inspection process that's
different.  The old way 1 person inspected for conformity after the a/c
was completed and often did the acceptance flight.  Under a Production
Certificate the aircraft is inspected as it's being built, most likely by
many different inspectors with 1 final acceptance inspection then
acceptance flight.  I believe a/c complexity dictated this change.
