I did not mean to imply some aircraft were not inspected. The real difference in my mind is that in the absence of a production certificate, each finished aircraft must undergo a conformity check by an FAA inspector. This does not happen under a production certificate.

I believe a/c complexity dictated this change.

Perhaps, but the option still exists to build individual aircraft without a production certificate, which aircraft must then each undergo a conformity inspection by an FAA inspector.
