Randy.
If you fill the tanks up to the neck, you will have fuel spills. That is
normal and can't be avoided unless you retrofit the fuel system to a
non-vented one.
The only thing to avoid fuel spills is not to fill the tanks all the way to
the top.
If you smell fuel in the cockpit, even with 3/4 filled tanks, then I would
suggest looking for leaks.
But right now, your brother in law is wasting time and money and while
searching , you might break something.
Don't fix it if it aint broken.
