My understanding is that the process by which the fittings were manufactured is now a lost art. They attempted to make new ones but were unable to get them to come out right. Certification of a new design would further add to the price, hence the decision to reuse the old ones.
Univair does not have a production certificate, hence each part must be individually PMA approved. Therefor, they cannot make whatever changes they feel are warranted without starting the certification process over.
Lastly, there are no spars on the shelf. Today's price reflects today's costs plus something to cover the overhead. No one's retirement plan is getting fat on aircraft parts, unless maybe if you work for GE's jet engine division.
