How close you are to TBO?
That's a major factor, because regardless if you have brand new cylinders
with only a few hours, whenever you do a major overhaul you will be doing
significant mandatory replacement of cylinder parts.

Exhaust valves, pistons, rocker arm pins and other parts are mandatory
replacement (by regulation) at Major Overhaul, so it does not make sense
to install new cylinders in an engine that is close to major overhaul. How
close is close? That's an individual call each person in that situation
needs to make, in consultation with his / her mechanic.
