Not as easy as it sounds, that's probably why you have so many varying opinions.

How many hours on the bottom since o/h?
How much in calendar time since o/h?  
How fast do you want to be back in the air?
Any oil analysis records?
Do you trust your mechanics to do this job? (It's a simple one, but they do 
need some know-how.)
Why do you need tops? (Rings, valves, cracks, etc.)
What condition are your cylinders in?  (1st run, real old, oversized, steel, 
chrome, etc.)

If my cylinders were okay and I trusted my own people with the job and my 
bottom end wasn't way overdue, I'd have them pulled and sent out to a shop for 
either o/h or exchange.  Kits are nice but you pay for fluff but if you catch a 
sale and they're cheaper than sending your own out, go for it.  You shouldn't 
need pieces and parts unless someone's been in your hangar borrowing things.  
The cylinder shop will supply you with all the replacement gaskets you need, 
including rings.  Pistons and rings are fitted into the cylinders by the shop.  
(Yes, you need to send the pistons and pins out with the cylinders.  Milleniums 
are probably the best, but I'd wait for a complete o/h to put them on unless 
you have money up the wazoo, in which case it's the only choice.

We have engine miseries.  It looks like a TOH is in order and after calling a 
dozen different places and hearing two dozen different sets of pricings and 
options; I ask this group:  What's the best way to go about this, a complete 
Continental kit, pieces and parts from here and there, rebuilt cylinders, new 
cylinders, Millenium cylinders, ad nauseum..

   

  Ideas and comments are definitely welcome.
