I might add to what Ed just said about homebuilts. If you buy one that someone
else built, you
are allowed to do all maintenance with the exception of the annual condition
inspection. For this inspection, your
options would be an A&P (IA not required) or the person that built it,
provided that person applied for and got the repairman’s certificate for that
aircraft.

All you need do is build your own and you can have the regulatory
environment you want (mostly).
Some of the existing kits can be completed in just 150-500 hours while
build-it-from-scratch planes can take way much more.
