Remember the old saw, what do you call the person who
graduated at the bottom of his medical class? Doctor.
This saying applies to everything. A title,
certificate or license doesn't guarantee
competence,nor does a lack of one denote the opposite.
Use your eyes wits and mouth to determine what you are
getting!
