If the carb mixture control was wired shut, you may not have the internal 
plates inside your carburetor that are needed to adjust the fuel-air mixture.  
You would need to pull the carb and take a look.

My guess is that your carb could stand an overhaul from someone who is familiar 
with Stromberg carbs.  I have no idea who that would be, but it is probably NOT 
your mechanic.  (There is no "wired shut" AD)  If you want an adjustable 
Stromberg, get yours fixed.  I'll be very interested to read who our crowd 
recommends for the overhaul.

If you live in an area that will allow you to fly safely below 5000', as a rule 
of thumb, you probably don't need the mixture control.  Full rich is the 
recommended setting until you go above 5000'
