The fuse would be rated for the projected ampacity of the load.  Remember the 
fuse does not protect the device, it protects the wire. It should trip when the 
load is so that it is likely to damage the wire.  So you're not doing yourself 
a favor by using a thick wire when it's not necessary and I'd go no more than 
16 ga. if I were really plugging in a cigar lighter.

Look in your copy of AC43 for an idea of what size wire will handle what amount 
of load.  Calculate the current draw of what you'll be plugging in then use the 
appropriately rated wire based on the recommendations.  You'll also see which 
fuse to use.

There are more than a few circuit breakers less than 1 amp in my 4 seater!
