Guys and Gals,
The answer to the issue as to why the rule doesn't make sense is that it was 
written by a government employee.  I worked 32 years with the government and 
was constantly in trouble for making things simple, efficient and reducing 
costs.  My activity had a many million dollar budget and when I would save 
money and try to not spend it, I was given hundreds of thousands of dollars 
additional to GET RID OF before the end of the year. 
Some employees of the government believe that making things complicated 
enhances their position and makes them above the masses.  Unfortunately, most 
of the rule composers do not understand what they have written and many times 
are not qualified to be the author.
