No where does it say that you can change your own oil.

 

True. In fact, adding the oil (after you've let it out) does not even rise
to the level of preventive maintenance. That task can be performed by anyone
who can read the operator's manual.  It's cleaning the screens, replacing
the filters, and safetying the various plugs and such that is allowed under
preventive maintenance.

 

If you want an enigma, look at changing tires.  You can disassemble a
Cleveland brake to change a tire, but you cannot disassemble the same brake
to change the brake pads.
