When I am downwind opposite the spot of intended landing I put it on regardless 
of RPM, just to be safe.

If not in a normal pattern I usually put it on right before I start to reduce 
my RPM.

My concern is during run up when I check the carb heat I usually just get a 
"wiggle" on the Tach although I know its working. Makes me a little jumpy at 
times.
