There is a service bulletin (which I do not currently have access to) that
describes how to rig the trim and what the effect should be in flight.

 

When the tab is against the stop the trim is neutral but that does not
necessarily mean the plane will be trimmed for cruise flight. In fact, it
should not be.  One thing to keep in mind is that the trim does not set
attitude, it sets airspeed.  If you trim for cruise speed, then close the
throttle, the plane will settle in a descent that results in the same
airspeed.  If you firewall the throttle, it will settle in a climb at the
same airspeed.

 

Lastly, if it is impossible to rig the trim correctly (travel limits wise)
and obtain the expected airspeeds, it angle of incidence of the horizontal
stabilizer may be incorrect.
