The first thing I distrust on eyewitness accounts is distance measurements. Very few people can make accurate distance measurements.
Even though that particular witness is an ATP, I'd be more likely to think he overestimated the distance than that he incorrectly reported aileron flutter. My guess is that the plane was lower and closer to the ATP than 1200 feet. For the ATP to report aileron flutter, I think he must have seen something. JMHO Ed
