I've heard that, too.  I think it is the claim made by Don Swords.  The 
conditions are not specified and my feeling is that in the real world is 
is somewhat optimistic.

If you could set up a prop and environmental conditions that allowed you 
to run full throttle at sea level on a standard day at 2575 RPM you 
might get 93 HP, but how often does one do that?  Any change in 
conditions (other than going below sea level or exceeding red line) will 
result in less power.

Most of the time you are climbing at RPM considerably below red line or 
cruising at throttle settings less than full, so the power levels are lower.
