It's  matter of symantics.  You are correct, there is no way a 415 C can 
have a certificated gross weight of 1400 lbs, ever.  My take is that if 
it is registered as a C and the airworthiness certificate says it is a C 
and these have been true for the life of the plane, then it is a 415C 
with a gross weight of 1260 (or 1320) and is LSA eligible.  It may have 
been regularly flown over gross, and it may have all the trappings of a 
"D", but as long as it is a "C"...
