Yes indeed.  1 atmosphere air.  But in terms of flow rate, it makes no 
difference.  You inhale by volume, not by oxygen content, so if you inhale 
1 liter at the surface, you'll inhale 1 liter at 100 feet.  You'll be 
getting 4 times as much gas, including 4 times as much oxygen, as you would 
on the surface.  So your kg/min will be higher, but your liters/min will be 
the same.  That's my understanding anyway, from drilling my brother when he 
went through all those damn PADI certs.
