This is all true but it doesn't answer if the 1st and 2nd stage are limited
by weight or volume. I'll look it up. When they test regulators they test
them at depth to verify they still flow enough.

No of course not :-) I just said $5, right? $70 is for a used 80 CuFt tank
(3000 Psi).
