It probably comes down to what you know and are comfortable with. Those within ERPS who use and handle the HTP are very comfortable with it. LOX clearly beats HTP in the cost category, but adds storage, cryogenic and ignition complexities we'd rather not deal with now. And, we don't need to deal with helium ;->
