Cal Poly's specification for a cubesat is 100mm per side, and 1 kg max mass. They cluster them in pods before deployment, 3 or 6 per pod. For maximum packing efficiency in small rockets, I'd probably recommend a hexagonal cross section, about 150mm in maximum diameter. This should easily fit in a 7.5" OD rocket, which is a standard HPR size.
