We've never tried 70%, because we had access to 90%+ HTP, and
there is no need to prove something would work with 70%.  For actual
flights, its pointless to carry 30% water with you.  It clearly would
be more difficult to catalyze as well, and the Isp would be poor.

Frankly, individuals or small businesses will not be able to find
any 85%+ available from any source.  Even FMC is getting very
reluctant to sell to any non-governmental groups.
