It's a steam rocket, with slightly wet steam. It still produces thrust.
Yes, performance is lousy, but there are applications for which it might
nevertheless be useful. (HMX was doing this under contract to Kistler,
back when Kistler's launcher was an almost-SSTO given a bit of a boost by
a reusable "launch assist platform". The peroxide engines were for the LAP.)
