As someone who's chaired more SF conventions then most, I can say that
ConJose's policy is standard fo worldcons in the last 15-20 years.
Mostly this has to do with the costs of meeting space. Smaller
conventions may, or may not, give free memberships for speakers. Most
do, but not all.
As for numbers, the Convention Committee people I had dinner with said
4,000 on-site as well. That seems like a lot, but the last time the
worldcon was in the area (ConFrancisco in 1993 in The City), the
on-site was over 7,000. That's a big drop.
