I insisted on this based on sims of the Mk 0.  You only need 1.2 to
take off, but you really need 1.5 to land safely.  Since we want
intact abort, we need at least 1.5 all the way through the flight
profile.

Dry mass spec is 20 kg max.  Propellant spec is 20 liters of 85%.  So
if we hit the spec, our mass fraction will be 58%.  So that 1.5 at
takeoff becomes 2.6 at landing...yep, deep throttling it is.
