We believe we do have a design flaw, or at least an implementation
flaw, that generates bad data.  Flight venues are too infrequent and
expensive to spend one doing nothing more than verifying this belief.

So the plan is to verify the belief on the test stand, then (assuming
we succeed) fix the flaw, test it on the stand to verify the fix, then
flight test it at MTA.
