Oddly enough, the NASA technical report server (http://techreports.larc.nasa.gov/cgi-bin/ntrs) no longer allows you to search certain sites (Ames, Glenn or Marshall) - I wonder what's up with that? Also, www.nis.nasa.gov doesn't seem to exist, so I wonder what site nis is? You are in a twisty-turny maze of conspiracies, all alike.
