I believe we can fly POGO by then. I am not sure we can fly any form of
Conrad square by then.

Here are the critical path items:

- Flight control code. Coming along slowly, will be workable by late
winter/early spring. (Or mid rainy season here.)

- Peroxide supply. Purification processes are looking promising but some
serious work still needs to be done to meet the peroxide demand of POGO.

- Smooth engine performance. We need a better feel for what is wrong
with the KISS engine so that we can avoid the problem in POGO. 

There is no reason for halting Spike development.
