NASA has been *interested* in replacing the OMS/RCS systems with ones
using non-toxic propellants for a long time. Unfortunately, it has never
quite made it to the top of the to-do list, and they've never had enough
funding for shuttle upgrades to do anything but the very top of the list
(which tend to be things like the cockpit upgrades, driven by the need to
replace gear for which spares are now unobtainable).
