The current discussions at NASA are whether to allow any more flights to Hubble at all, given that it is not in an orbit which would allow a diversion to the ISS. If they allow any flights to Hubble, they will try to limit the number, which would hasten the demise of Hubble to around 2010. They would like to have at least one flight, to attach a retrorocket pack to allow a controlled reentry. All other flights will likely always go to the ISS.
BTW, why can't they make reliable gyros?
