As you said: attention getting. There's also the memory of 9/11/2001, specifically that aircraft were the means of delivery. Amateurs aren't usually The Government, and some people have trouble with the concept that there are more than two sides to most stories; known users of aircraft include large, trusted sources (government, airlines, et cetera) and everyone else. That, and there's the fact that a model airplane isn't as easy to spot & stop as a truck (utterly ignoring that one consequence is a much more limited payload), plus it allows the operator to get away (people keep failing to internalize that "strike today, then live to strike again tomorrow" isn't most terrorists' MO).
