Not under rocket power. The definitions published Monday make it
clear that if you are using rockets to repel the ground, you are a
launch vehicle. The only way Armadillo's and ERPS's vehicles can
legally fly without a launch license is if they're exempt, or get a
waiver from AST. I don't expect it to be a problem for either
organization; you can do a lot of testing in 14 seconds. By the time
you need to go longer, you'll have enough video to show AST you can
safely do it. (For that video, the Blue Danube is the obvious musical
choice.)
