to do make xconfig you need a bunch of x libraries and headers and programming
stuff. to do menuconfig you dont need the x stuff, but you do need a bunch of
programming, headers and libraries. I cant say exactly what you need, as I
dont know. since your using a rpm based system, if you rpm ncurses, you will
see all the dependancies, install all of them, and ncurses, then you should
be able to do make menuconfig.
If you dont want to bother with that, try make config (this is the most
painful way to build a kernel and modules... but it doesnt require installing
a bunch of stuff.
It sounds like you may not have all the source for compiling a kernel, and
your trying to compile a pretty crusty old kernel... might aswell download
2.4.19 (or 20 if its available) and use it. Its about 30 megabytes, I
downloaded it over a 28.8 modem connection, so its fairly safe to say you can
download it too!
For what its worth, I managed to fill up about 600 megabytes of just
programming, libraries and headers, and kernel source (no gui, no network,
... )
