It looks like it's at least along the same lines.  anonradio.net,
which is linked from that site, looks similar also.

Of course, those aren't P2P.

I agree that the artist should give permission first.  Perhaps
you could also encourage artists to publish their art with
an open license, since the creator has all rights until they give
them up.

It is indeed very possible to "get a name" the world over by putting
even just glimpses of your art on the internet.
